[Chapter-delegates] Chapter formation in Libya

Hello everyone and thank you for your comments and feedback.

 Libya doesn’t have an Internet Society chapter yet. There were chapter formation efforts in the past, but these requests did not complete the Internet Society’s chapter formation process<https://www.internetsociety.org/chapters/processes/>. We reached out to all members who previously submitted chapter formation interest requests in Libya, informed them of this new chapter formation request and invited them to join.

An email was also sent to all Internet Society members in Libya informing them of this chapter formation effort, asking for their feedback, and inviting them to be involved if interested.

To clarify any confusion, “Libyan Internet Society” is an independent organization in Libya that is not chartered as an Internet Society chapter. Some of its members are also Internet Society members and were invited to join the formation of this chapter as well.

Really, I don't see the point of having several Internet Society chapters in one country.

It's confusing for people who are willing to join the Internet Society.

It's a dispersion of ressources and investment.

And it's more a leadership war than anything else (everyone wants to be the boss).

As there's already a chapter in Lybia, I'm against this proposal.

the members have a good profile, but it would first require good will from the candidate and experience in leadership for non-profit organizations.

Application to Form the Internet Society Libya Chapter
A. Proposed name of the Chapter
Internet Society Libya Chapter – ISOC Libya
B. Community of Interest the Chapter will serve
The ISOC Libya Chapter will serve the interests of the community by providing a means of forwarding the goals of the Internet Society in Libya, with a focus on education and capacity building, standards and protocols, and public policy, keeping people in the heart of the chapter’s mission to achieve its vision: The Internet Is for Everyone.
While there are different groups working in those areas, the need for an ISOC chapter in Libya is necessary to be the umbrella and coordinate between all those organizations and individuals.
C. Purpose and scope of Chapter

  1.  The general purpose of the Chapter shall be to advance and promote the use of the Internet and its associated technologies and applications – both as an end in itself and as a means of enabling organizations, professions, and individuals worldwide to more effectively collaborate, cooperate, and innovate in their respective fields and interests in Libya.
  2.  Without limiting the generality of the Chapter’s purpose, the Chapter shall:

     *   Engage in a wide range of Internet educational initiatives.
     *   Promote the expansion of Internet access at all levels of the local community.
     *   Promote recruitment and job market development in local tech industries.
     *   Provide forums for professional networking and knowledge sharing.
     *   Develop and lead initiatives for the expansion of broad community access and infrastructure development.
     *   Act as an advocate for the best interests of the members and the local Internet user community (to the extent such advocacy does not adversely affect the non-profit and charitable tax status of the organization).

  1.  The Chapter shall be established as a non-profit and non-governmental organization under the laws of the State of Libya.
  2.  This Chapter will serve persons who live or work in and for Libya.

D. Outline of key priorities for the first year of Chapter

  1.  Work to enable the Email Policy Guideline for Libyan Institutions issued by the Libyan government.
  2.  Work on preparing a draft general policy for technology and information regulation for the State of Libya.
  3.  Organize educational events about technology and work with local engineers to further their IPv6 and DNSSEC implementation knowledge.
  4.  Empower people to develop their business potential through Internet use through a series of events and lectures about startups, blogging workshops, and social media use cases.
  5.  Organize a social media marketing workshop for NGOs to educate young people on to use of social media for marketing.
  6.  Organize startup meetups to support communication and knowledge exchange between people interested in building their own tech companies once every three months.
  7.  Analysing the stakeholders in Libya and working on engaging more non-governmental stakeholders with the chapter.

G. Membership
We plan to communicate and maintain membership through the website and portal and promote membership through work on Microsoft 365, the productivity cloud, to collaborate with our members. We plan to organize open meetings once a quarter to discuss plans and projects.
H. List of requirements
Working as a non-governmental civil society organization with legal personality and independent financial disclosure inside Libya requires registration and declaration from the Libya Commission of Civil Society.
I.    Additional information
This initiative of formulating an ISOC chapter in Libya was started by LOITT & BIT, where their goals and projects crosscut with ISOC's vision and mission. Through founding an ISOC chapter in Libya, founding members plan to learn from other chapters' experiences and get the best practices and how we can collaborate with them and use their knowledge to achieve our vision in Libya.
