[Chapter-delegates] Barbados Chapter: Out of rejuvenation

Barbados has traditionally been a strong Chapter, and, in 2021, former
chair Rodney Taylor was appointed Secretary General of the Caribbean
Telecomunications Union, which has flourished under his leadership.

Congrats on the facelift!
