[Chapter-delegates] Barbados Chapter: Out of rejuvenation

This is good news to see Barbados ISOC Chapter back to the fold out of
rejuvenation. Congratulations to the Chapter leadership for the good work.
It is now time to join the rest of the Chapters in supporting and promoting
the development of the Internet for the good of the society.
