[Chapter-delegates] Some news from the ITU Plenipotentiary conference today

Elections of the ITU Council today at the Plenipotentiary. Bulgaria was 
elected as a member of the Council 137 votes! In the same ITU "Region C" 
there were 7 candidates; the two which were not elected: Russia (73 
votes) and Belarus (44). See the picture below for all results. ISOC - 
Bulgaria has been working with the Bulgarian Telecom administration on 
preparations for the ITU Plenipotentiary, and we are happy to see 
Bulgaria elected as a Council members. May be an image of text that says
