[Chapter-delegates] Sad news: John More has passed away

Very saddened to hear about John More. John indeed was a good person who
touched many people with his involvement across the Internet community.
This includes accessibility for persons with disability supporting a11ysig.
Please pass on our sincere condolences to his family.
