[Chapter-delegates] Request for support: Statement "Tear Down the Walls Splintering Our Internet"

Could you please explain who will be invited to sign / support this 
declaration? Only Chapter leaders? The questionnaire asks respondents to 
indicate their chapters. Will this request be shared elsewhere and look 
for more signatories?
