[Chapter-delegates] Another proposal for "multistakeholder imposition of Internet sanctions" from Brussels/Hague

Hello all!

Today there was a Internet blocklist proposal among others signed by 
ISOC Canada chapter chair Timothy Denton but also Estonian member of 
European Parliament Marina Kaljurand.

This is essentially proposing bottom-up Spamhaus type of 
blocklists/rating system to be imposed by any party involved in routing 
or "essentially all large operators globally", but first of all, 
fighting spam is not the same as fighting propaganda or imposing 
economic sanctions.

Since ISOC Estonia was already preparing a statement on Internet 
blocking in relation Russian invasion of Ukraine (based on Andrew 
Sullivan's blog post from last week), we probably also have to comment 
on this.

My main question about the proposal might be who will be responsible for 
keeping this blocklist and will this mechanism be dissolved after the 
invasion has ended? Currently I think there are no good answers for 
neither of the questions, but maybe I'm wrong?

Estonia is one of the close neighbors to Russia and there are many 
reasons for people to be willing do something about it all. But 
essentially everyone from Internet and digital rights circles has warned 
about quickly inventing new mechanisms of censorship for the Internet.

Any comments?
