[Chapter-delegates] Looking for ISOC stats

One thing that I'll note is that, with it's 30 year history, one might
imagine that a fair proportion of that member number could be dormant or
inactive

However, the advent of the GDPR, about 4 years back, led to a hard cull. It
was opt in or you're out! There was a sizable drop.
