[Chapter-delegates] The type of messages shared via the chapter-delegates list

Further to this, it does seem, by default one is set to 'no email' by
default on the Chapter Leaders community. I just had to reset mine.

Hence the reason many of us may have missed the BtN funding webinar invite
<https://bit.ly/3IavnSm>, the first time we heard about it on Chapter
delegates was Feb 11 when they were done already!
