[Chapter-delegates] The type of messages shared via the chapter-delegates list

Anna,
while I agree with Joly (and I think we've discussed it in the past on 
this list), I can't agree with your idea - sorry about that!!
It's better to have all these on one common space, at ISOC.org website, 
perhaps in a section, which is only for chapter members, so that it 
stays there for all to see, at one place.
