[Chapter-delegates] Welcome Manitoba and Ukraine Chapters!

Hello Frédéric,

There were some confusion on the our domain name, in the begining we  were counting on the isoc.org.ua, but then we had to change that decision on isoc-ua.org
So, the site will be on the isoc-ua.org
Contact details: office at isoc-ua.org, abuse at isoc-ua.org, admin at isoc-ua.org, support at isoc-ua.org as well as my private email: yvk2010 at gmail.com
I would appriciated for information on the possibility of using program code for web-site of the ISOC Chapter that was placed on the github. I know the Holland colleagues did it.
