[Chapter-delegates] Welcome Manitoba and Ukraine Chapters!

Welcome, both chapters!
I know the Ukrainian chapter, and I am happy to see my old friend Yuri 
Kargapolov to take upon himself the difficult task to build a chapter!
Welcome aboard, Canada Manitoba and Ukraine ISOC chapters!

I am so happy, and convey to you greetings from ISOC Bulgaria! We will 
inform our members on our Facebook page.
