I take it, as far as SIGs go, since they are being de-chartered at the end of the year, there is no point to this exercise?

The performance evaluations help identify the areas in which the chapters need most support to improve (e.g. engagement, outreach, governance, etc.), and to receive Badge Awards reflecting their successes by the end of the year.
