[Chapter-delegates] membership in this list

Hi Veni, all,

Both the chapter-delegates list and the chapter leaders community on the Connect engagement platform are automatically synchronised with the list of current chapter and SIG officers - as kept up to date by the chapters and SIGs themselves via the Chapter Portal (AMS). In addition, some Internet Society and Internet Society Foundation staff as well as some of the Board of Trustees are on the list too. It is a place for chapter and SIG officers to discuss and membership is therefore limited.
