[Chapter-delegates] On funding dedicated to chapters

Just one thing in a reaction to a point that Andrew made: "The committee
that evaluates large grants has a lot of representation from chapters on
it."
Maybe we agree here but it is my understanding that per project the
Selection Committee is formed by a Chapter representative, an ISOC project
representative and a Foundation staff. So just 3 people with 2 thirds ISOC
staff. Winning over the chapters' representative is therefore not enough,
and there is no possibility to appeal.

My point was and still is that we might try and see if this procedure can
be improved upon.

It would be great if someone from the Foundation would join the discussion
and give their view.
