Of course.  Did you look at the open letter?  It has signatures from the Internet Society Canada Chapter Chair and the Internet Society Manitoba Chapter.  I don't think they were taken by surprise. But Richard Hill was not asking about whether we were talking to those local; he seemed to be asking about the co-ordination of the Internet Society activities in any country with all Chapters.
