Subject: Consultation: data privacy program
Dear Chapter Leaders,
Over the last few years, we have been working together to address concerns that many of you have about the challenges in communicating with your own chapter members. Based on what we have learned from this thorough and diligent effort, we now have a recommended path forward to help you reach your members more efficiently.
Specifically, we are seeking your input on two major changes that we recommend making to our data protection and handling practices:
Privacy Program Changes:
Since the Internet Society made changes to its privacy program in 2018, our processing of member data has been limited to the scope of member consent. The current consent obtained from members limits the Internet Society to the processing of personal data in accordance with the Internet Society’s Privacy Notice and means that chapters are not able to use that data to inform their outreach.
To address these restrictions, we recommend moving to a legal basis for processing personal data known as “legitimate interests”. This will enable members to take advantage of more membership activities, including those offered by chapters. It will also give members the opportunity to object to data handling for specific purposes, such as for promotional, campaign emails. This change will help each chapter retain its members and increase engagement.
To this effect, we recommend updating our Privacy Notice accordingly.
Data Sharing Agreements:
Chapters are independent entities from the Internet Society, and there are legal and policy restrictions that currently prevent the Internet Society from freely sharing data with any third-party. In the coming months, we will be asking Internet Society chapters to sign Data Sharing Agreements that will enable us to share relevant member data with chapters by requiring certain minimum standards for compliance with data protection frameworks. The additional access to member data will provide chapters member insights and enable them to determine how best to serve their members.
If a particular chapter does not sign the Data Sharing Agreement, there will be no change to that chapter’s current access to member data, but the Internet Society will not be able to share such data with the chapter.

All documents have been translated to French and Spanish for ease of understanding. Please note though that the official documents are the English versions.
These recommendations have been presented to the Internet Society Board of Trustees as well as the Chapters Advisory Council Steering Committee, whose comments have already been integrated in the current versions.
The chapter leader consultation period will be open for 3 weeks, please share your comments before 16 July 2021 at dataprivacy_feedback at isoc.org<mailto:dataprivacy_feedback at isoc.org> .
We will collect the comments and questions in a FAQ document and share that document on the list at least once per week during the consultation period.
