[Chapter-delegates] What ISOC is doing

Gihan,
I doubt this is a decision of the staff, but - more importantly -
there's no way for anybody, who is not ISOC staff to "represent ISOC at
the ITU"; in most cases in fact it will be someone from ISOC, whose job
is exactly that. ISOC chapters in the past have provided members to
delegations of their respected countries - and they could continue to do
that. They don't "represent" the country; they are just members of the
delegation.
