[Chapter-delegates] Policy Development Process (PDP): “Enablers of an Open, Globally-Connected, Secure and Trustworthy Internet"

Dear colleagues,
Last year, we launched the Internet Impact Assessment Toolkit (IIAT)<https://www.internetsociety.org/issues/internet-way-of-networking/internet-impact-assessment-toolkit/> and called for an Internet impact assessment analysis to become a standard part of regulatory processes. As part of it, we introduced the Internet Way of Networking: the critical properties at the foundation of this model and the key to the Internet's successful evolution. This is important as a lens to describe essential aspects of the Internet and analyze policy or technology change systematically.
But it also showed us there is more work to do.
So we are expanding the Toolkit with an additional instrument to help us improve decisions about the Internet. The idea is simple: while the IWN's critical properties are necessary for promoting and protecting the Internet as a networking model, they are not enough. Other characteristics are also important to allow the Internet to reach its full potential. We call those the “Enablers” of an Open, Globally Connected, Secure and Trustworthy Internet.
We may never reach a point where we can say that the Internet has fully evolved or reached its goals. But we can move together in a direction that makes the Internet more open, more connected, more secure, and more trustworthy, for everyone. The "Enablers" help us understand what needs to be protected and enhanced.
It's about simplifying the task of analyzing a particular development - whether that's a policy proposal or a technology change. The "Enablers" help us determine whether such developments move the Internet away or towards its full potential. The list of enablers isn't meant to be exhaustive, but provide a helpful set of tools to help improve decisions. They describe the ideal state of essential conditions to provide a stable reference point for your analysis.
This PDP is about this additional lens we call "Enablers", and includes the following documents:
* Updated introduction to the Internet Impact Assessment Toolkit
* White Paper on the “Enablers of an Open, Globally-Connected, Secure and Trustworthy Internet"
These documents will enter a Policy Development Process (PDP) today, August 17th, and will be open for community feedback for five weeks (end-date: September 17th). * Do these enablers make sense?
* Is something missing in their description, and are the examples helpful?
* Do you have additional examples, positive or negative, that you would like to share?
* Is it a helpful narrative for you and your community? Would they support your use of the toolkit in your local/regional context?
* Do you have suggestions for improvements, or ideas for how this toolkit can be used by the Internet Society members and allies?
* Are you interested in producing your own analysis using this expanded version of the toolkit? Let us know!
This addition will provide an important foundation for the Internet Society's future work on and with the toolkit. We strongly encourage all interested members to review the documents, provide feedback and engage in this process!
After the PDP, we will incorporate feedback and publish the updated documents we share today, complementing a manual on using the Extended Internet Assessment Toolkit.
