[Chapter-delegates] Why can't one be a Trustee and Chapter leader at the same time?

Circumventing restrictions like this is how charities lose their charitable status. It is extremely important that we follow the rules. Speaking in my role as the CEO of the Internet Society, you could not persuade me under any circumstances knowingly to attempt to circumvent the IRS rules governing the Internet Society. I love ISOC, but I am not going to jail for you. :-)

Chapters appoint 1/3 of the Board of Trustees, and also advise the Board through the Chapters Advisory Council. Also, our PDP involves consultation with Chapters (and indeed, the whole community) on anything that proceeds through the process. Moroever, there is no rule that _members_ of Chapters cannot be Trustees, just that the leaders (i.e. the corporate officers) of Chapters cannot be. Any healthy Chapter will surely have more members than officers, so I don't understand why the restriction has any practical effect on the ability of Chapters to be part of the Internet Society.
