[Chapter-delegates] ChAC-SC Advise notice

Dear Colleagues:

My expectation is that as soon as the Board passes the resolution to take
care of Advice 2020.04.17-02 (Second Advice on ISOC Constituencies
Consultation) and Advice 2020-04-17-03 (Second Advice on Bylaws Changes),
the Governance Reform Working Group is constituted with representation from
all sectors of the ISOC community with legal background and experience in
U.S.A. and International Law. I hope that an SOI is issued.
