I looked for this, admittedly very quickly, and didn't immediately
find it.  Can you send me the URL?  (I agree with you that it would
appear to be either wrong or just irrelevant, though I think a lot of
DSL infrastructure is probably not really prepared for widespread use
of videoconferencing, which _might_ be relevant depending on how it's
written.)
