le e-commerce à l’OMC»

Le «commerce électronique» est devenu l’un des points chauds des négociations commerciales internationales. Ce terme cache en effet des enjeux cruciaux pour l’économie d’aujourd’hui et de demain, à l’image du rôle et de la place des «données» numériques. Depuis plusieurs années, les multinationales du secteur et leurs sponsors étatiques cherchent à faire adopter des règles internationales qui leur garantiraient monopole et profits, tout en leur permettant d’échapper largement aux possibilités de régulation. Leur dernière tentative en date?Le lancement de discussions plurilatérales controversées au sein de l’Organisation mondiale du commerce (OMC). À l’heure où la crise du covid-19 est utilisée pour défendre «l’urgence» et la «nécessité» de ces négociations, il est surtout urgent et nécessaire de réfléchir à leurs implications potentielles en termes de droit du travail, de concentration économique, d’inégalités Nord-Sud ou encore de lutte contre les changements climatiques.

«E-commerce» has become one of the hot spots in international trade negotiations. The term hides crucial issues for the economy of today and tomorrow, such as the role and place of digital "data". For several years now, global digital corporations and their state sponsors have been trying to get international rules adopted that would guarantee their monopoly and profits, while at the same time allowing them to largely escape the possibilities of regulation. Their latest attempt? The launch of controversial plurilateral discussions within the World Trade Organization (WTO). At a time when the covid-19 crisis is being used to defend the "urgency" and "necessity" of these negotiations, it is above all urgent and necessary to reflect on their potential implications in terms of labour law, economic concentration, North-South inequalities or the fight against climate change.
