[Chapter-delegates] Question about Chapter-Delegates list archives

If the list membership is over a thousand people (by a loose definition of
who a "Chapter-Delegate" is, then, by the rationale that it is already
circulated among a thousand, this list by this or a new name could be a
public list, just as the list in the MemberNova portal.  But we DO need a
private list of a small participation size, participants determined by some
fuzzy rationale, perhaps Eduardo could look into this, as a small list of
Chapter leaders present and past - not all of them, but those with a
focus,  who opt to join focused conversations.  Transparency does not imply
that we have to stream and broadcast every fireside conversation.
