[Chapter-delegates] deadline for admin funding

Hi Veni,

I'm in support of your recommendation that the deadline be lifted as it is
impractical on the following bases:
1.  The application period opened on May 4 (2nd month of Q2) and closed
June 30(?) (3rd month of Q2).  The June 30 deadline is debatable as the AMS
Portal had it as "Valid until July 01, 2020".
2.  Funds received must be spent by year-end. Last year, the funds were
credited to our account on September 2 despite submitting the
application on May 29 (4 months to spend? 🤔).

*Final comment:*
The June 30 deadline would be most practical if the application period had
opened on January 1.
