[Chapter-delegates] deadline for admin funding

Dear Esteemed ISOC Members,
Gentkemen & Ladies,
I agree that grant and funds should be allowed through out the year as and when required by the chapters as also due to in-country financial laws, we should be able to receive funds in our accounts directly. ISOC should trust the chapters.
