[Chapter-delegates] Sad news

Dear Veni,

We have the global Internet today only because of the networks such as
SESQUINET and MIDnet, that William Manning led, which migrated to the
Commercial Networks which was probably one of the significant milestones
for the global Internet. (The work done by those like him is almost unknown
and has remained unseen, except by those in the Technical Community, what I
say of him is from what I read about him a moment ago).

Praises to all that he has done and condolences to his family.
