[Chapter-delegates] Working Group on Governance

Thank you for this.

Two of the bits of advice on which the ChAC has recently voted include the
following:

"Initiate a process to change the ISOC Bylaws so that the current
communities that elect are considered as constituencies and so that they
must be consulted prior to any major financial and strategically significant
operational decisions being taken"

"We reiterate that the Board charters a small group comprised of members of
the Board and members of the Advisory Committees (ACs) to consider possible
changes to ISOC's Bylaws that would strengthen the roles of the ACs in
general and the Chapters in particular"

Unless I am mistaken, the creation of the working group you outline below
would respond to that advice.
