[Chapter-delegates] Problems with new membership system

Hi,

to add to the aggravations, a number of us have discovered today that many
ISOC members have been cut off from the Internet Policy mailing list and
are finding it impossible to be reinstated, as well as accessing the
archives.

In the process we have found that  it is not possible - or at least not at
all easy - to even find the list through a member's dashboard. PLEASE act
on this.
