[Chapter-delegates] ISOC Portugal elections

Dear Jose,

    Congratulations on successful elections !!!. We are now in Poland in a
difficult period of preparations for General Assembly, after a period of
relatively low activity.

     I agree with all issues of Chapter management which you mentioned - my
private opinion is that it should be as simple and not time consuming as
only possible.
