[Chapter-delegates] ISOC Portugal elections

Dear all,

The general assembly of ISOC Portugal took place on February 25th. The
following board members were elected:

José Legatheaux, president
Henrique Domingos, treasurer
Rogério Reis, secretary

It was also decided that a member can only be elected twice for periods of
2 years, instead of twice for periods of 3 years, as it was before.

This election followed a complicated process that lasted about 2 months.
The elected officials were the only candidates that ran for office at the
end of the process. At the beginning, two candidate lists showed up.

If possible, we will try to share lessons with the chapters community on
the following issues:
- Can a chapter live without a specific elections regulation?
- What are the obligations and rights of the members of the chapter when
the chapter membership does not even require the payment of annual fees?
- to be a member, to be able to vote, and to be elected, a member just has
to join the chapter, as if he or she was subscribing to a mailing list,
some days before the election takes place?

You only have to know the answer to these questions when something nasty
arises. I recommend you to have clear and realistic answers to them before
that moment :-)
