as an aside..
The 18th C saw considerable increase in the volume of mail in UK via an
earlier innovation of prepaid "stamps" from late 17thC and innovation in
the 18th C particularly the deployment of mail coaches (Palmer/Allen in
Bath) first between Bath and Bristol then London and later nationally.
This momentum continued with the increased capacity of the rail network
in the 19th C.
It is clear that the extra volume generated was considerable as Palmer
who had cut a deal with William Pitt Younger (the prime minister) for a
share in the extra revenues that his plan generated was able to
eventually extract £50,000 compensation for underpayment to him by the
Royal Mail via a law passed in Parliament.
If anybody has figures for the traffic increase in posted mail and what
Palmer should have received do let me know. I could not find reliable
transaction data when I wrote this up for a history tour of Bath.
I believe you could elect to have the receiver pay for post but the
convention was they would pay double the "stamp" prepaid rate. The
convention was carried over to telephony (originally run by the Post
Office) where one could ask the operator for a reverse charge call. A
feature I used as a schoolboy making my termly dutiful call to my
parents home.
