[Chapter-delegates] Problems with new membership system

The system seems to be a step backwards if anything.
Right now we are about to start elections and we can't contact half our
membership with the system. Thankfully there was some anticipation of such
a SNAFU and we made a CSV backup. However rather than just being able to
download a new CSV and compare to see who missing we can't because the new
system lacks the same functionality. So now we have to manually check
through to verify and then work out how to execute the polling effectively.
