[Chapter-delegates] Problems with new membership system

Here in Portugal we have the same problems. We used the old system mainly
as a membership database. We used Mailchimp to email members since the
email feature of the old system was almost unusable. The new is worst as a
membership database, and only slightly better to send emails.
