[Chapter-delegates] Sad loss of Lajos Bálint

Oh, such a sad news. I knew Lajos, in fact few days ago I had a
conversation with a friend, who was asking something about Hungary, and
I said, "Lajos is the person to ask!".
Such a loss!
On behalf of ISOC Bulgaria, and from me personally - condolences to all
his relatives and friends -
