If you study the Q&A sessions you will see the answer to this.
Ethos perceive that by investing more capital in the business and adding
services etc they can increase value and revenue by better serving their
customers. This is their business.
ISOC, on the other hand, to invest, would have to forgo the income that
sustains it, and this is not their business,
But, the over-riding issues are the conflicts of interest and
diversification of the funding base.
