[Chapter-delegates] Correction to earlier email: Deadline for voting is actually Apr 8th 15.00

I have mistakenly noted in an earlier email sent earlier that the deadline
is today. The correct deadline remains the same as published and
communicated to you earlier as Monday *(April 8) at 15 UTC.*
