[Chapter-delegates] IGF PARIS Booth - ISOC Chapters

Hi Glenn

Although not confirmed as of now, I'm also likely to be present at IGF
2018, and can support the booth on behalf of ISOC-TRV Chapter, the
ChAC-Steering Committee and the Blockchain SIG, as a member of all three.
