[Chapter-delegates] US-Mexico-Canada trade agreement

The chapter on Digital Trade covers matters that appear to me to be related
to Internet governance.  As far as I know, there were no multi-stakeholder
consultations regarding this treaty text.

Yet all three countries take the position that Internet governance should be
multistakeholder.

Seems like a contradiction to me.

PS: I cannot resist noticing that some of the bits of the Telecommunications
and Digital Trade chapters are similar to proposals that were rejected at
the 2012 World Conference on International Telecommunications.
