[Chapter-delegates] Call with Chapters in advance of the ITU Plenipotentiary 2018 (18 Oct, 10:00 and 20:00 UTC)

Interesting times.... this is why having deeper experience with the ITU
processes can be helpful. Intense lobbying and engaging the 193 members
before the editing starts is useful. 4 Years ago  I was in the same hall,
wearing different hat and those of us who remember that, can see and feel
similar episodes reappearing. The more things change...
