[Chapter-delegates] Call with Chapters in advance of the ITU Plenipotentiary 2018 (18 Oct, 10:00 and 20:00 UTC)

I am not against the petition, but I don't  see ITU harming the sector
And the  doors are opened  for events and discussions
Perhaps, before the petition we could organize a meeting of the chapters and invite them
