[Chapter-delegates] New Executive Committee

Congratulations from ISOC Bulgaria, of course, and a big, BIG request:

Is it possible from now on to congratulate our colleagues for such
messages in an off-list manner?

Just think about the fact there are more than 100 chapters, and many of
them makes such announcements, and once someone congratulates, others
follow, and we get tens of messages, which are basically the same. 

Just a suggestion to minimize the traffic on the list, so that we stay
focused on topics.
