Happily I think you need not be concerned. Individual members of Chapters are involved across the board with ICANN. Involvement on the Chapter level is not restrictive. There is no reason that a Chapter’s involvement as an ALS and/or a member of the NPOC would be limiting. Chapters are also supportive of country IGFs. That is not limiting.
In fact, involvement in ICANN processes is fully supported by the Internet Society as far as I can see.
That is not to say that your concern could not be a valid one. It is only that it does not seem to arise from how the involvement actually plays put.
