I very well remember Alejandro, I have been the first ISOC Chapter representing my government in the GAC from 1999 through 2014 and the reaction has been always constructive. No doubt that problems connected to privacy are subtle and may create legal issues not easy to be solved with broad consensus. Sorry that I a cannot contribute directly in Portorico meeting.

We would often find that some chapters were supporting opposed options in ICANN policy. Coordination would be good but surprise avoidance is not a bad second best. For that purpose, an informal conversation is not bad but an agenda is much better.

In general in ICANN ISOC chapters should, IMO, strive for focus on technical grounding of all decisions; prioritizing the stable, secure, robust and resilient operation of the DNS and other coordinated identifier systems, esp. vis-a-vis market creation; fight against mission creep (unnecessary expansion of ICANN activities beyond its mission); support transparency of all organizations (not only ICANN Board and staff but for example At Large member organizations); and contribute to organizational clarity (including: ICANN's reserves and budget; Reviews; the broader consequences of the IANA transition and the restructuring that has been following it.)
