[Chapter-delegates] ISOC @ ICANN 61

Hello

I am from ISOC India Chennai Chapter.  I feel that we should have our usual
ISOC at ICANN meeting, without a set pattern of a formal meeting, but as a
meeting that encourages an informal conversation.
