[Chapter-delegates] Chapter Toolkit needs just a few more supporting chapters before tuesday...

ISOC Puerto Rico supports this initiative even though we decided to use
Joomla! as our primary content tool along time ago.  Other chapters around
the world that have not decided to go with any specific tool (or do not how
to) will benefit form these efforts.
