[Chapter-delegates] Chapter toolkit project needs your help

The email project may be the most 'basic', but that is precisely why it is
needed and will likely be of interest to many chapters. ISOC-PH has already made
inquiries, and i have started trials, but i still need to follow-up. We have
also asked ISOC HQ for the possibility of an elists.isoc.org mailing list for
our members (parallel to AMS, but allowing members to contribute to a multi-way
conversation). There was a prompt reply to our initial inquiry (c/o APAC
bureau), but that seems to have stalled too.
