[Chapter-delegates] ISOC sign ups at events

Next week ISOC-NY will be tabling (and livestreaming) at the 12th Hackers
on Planet Earth Conference in NYC.

We'd like to sign up new members at our table, and I plan to buy a couple
of Android tablets to use to do it.  I am thinking to use a google form,
and then add joiners to the AMS later in the day.

Obviously I need to get people to sign off on the GDPR. Will adding
boilerplate to the sign up form suffice?

When a chapter admin adds someone as a chapter and global member - what
then happens in terms of confirmations?
