[Chapter-delegates] Internet Society France - new board and bureau

Dear Glenn,

We have near 1000 mandates from european users and we continue to collect
them on the ebastille website.

And we are waiting for a potential official answer from Facebook. They have
4 months to answer to the formal notice.
We will inform you of the next steps.
