I think that the paper is clear and the recommendations sensible, so, other
than the comment below, my only comment is "well done".
You may wish to consider referring, in some way, to this work, which is a
proposal to address the issue essentially by creating more secure
sub-networks within the global network:

Dear Chapter Leaders,
Helping strengthen the security of global routing system is one of the
Internet Society's core areas of focus in 2018. Our activities in this area
include encouraging network operators to implement better security practices
through joining the Mutually Agreed Norms on Routing Security (MANRS) and
working with other stakeholders to help make the global routing system more
secure. As part of our efforts, our latest policy brief on routing security
is now available for preview at:

We would like to invite you to preview the brief, and to provide us with
your feedback.
The review period will run from 29 August to 12 September.
We particularly would be interested in your input on the following:
1. The policy brief aims to provide a succinct overview of routing
security and its challenges. Are there any major points we missed in our
coverage of the key considerations and challenges around routing security?
2. The brief's recommendations and guiding principles provide actions
that governments can take to help improve routing security. Are there other
actions missing from the list that governments should take to help improve
routing security? Do you have any concerns around the actions already
listed?
3. Will this brief be helpful for you or your organization to use when
working with policymakers in your countries?
